Initiating.
Planning.
Executing
Monitoring and Controlling
Closing

Remember these five groups as you  think about your environment.  Think of the above process groups as necessary steps in the evolution of a process or project life cycle.  That is, there is always a starting point, even if that starting point is the initial call from the customer to the support center technician.  There is a story of a neighbor who cleared out his basement because he wanted to build a theater.  He successfully moved from the initiating phase to the planning phase where he developed all of  the drawings, all of the power requirements, and even had sufficient detail to show where the microwave oven was going.  But now six years have gone by and he is still designing and drawing.  PMP teaches among other things that each of these processes has its own "closing" life cycle.  At some point, you must stop initiating and move to planning, then stop and move on to the next step.  Clearly the neighbor has to close the planning stage of his basement project and move on to the execution phase..

Some people forget that all projects are temporary...
That is, they have a starting point and an ending point. If your support services project is now stalled at some point, then there is a problem somewhere. All tasks within the project should close in their own time -- realistically.
